With several culinary hot spots in and around the Twin Cities (Parlour, Borough, Starling, etc.), local hospitality company Jester Concepts has already made an indelible mark on Minnesota’s dining scene.
But there’s still more to come: Plans were announced today for two new restaurants coming to downtown Excelsior, to be housed directly above the basement-level Parlour location that opened up last year. The main-level concepts will include Mirabelle, serving up American cuisine, and Shiki, an Asian-inspired noodle bar.
“From the moment we stepped into this space, we knew it had the potential for something special,” says Brent Frederick, owner of Jester Concepts, in a statement. “Bringing three distinct concepts together in one location felt like the perfect way to maximize the space and give Excelsior a dining experience unlike anything else in the area.”
According to a press release, Shiki (which translates to “four seasons” in Japanese) is set to open first this summer, with Mirabelle to follow a few weeks later. Shiki will feature a menu focused on dumplings, ramen, and Japanese-inspired flavors. Guests can expect a late-night vibe from the 630-square-foot space—think raw materials, bold colors, dynamic graphics, and an open kitchen. Lunch and dinner will be served daily, with take-out and delivery available.
Mirabelle, on the other hand, will be a larger concept, taking over 2,700 square feet. The restaurant will offer steaks, salad, fish, pastas, and sides, including popovers and shrimp cocktail, for dinner and weekend brunch.
Largely inspired by coastal living, the space will fit right in with Excelsior’s waterfront scenery—and natural materials, vibrant textiles, and warm lighting will blend homey comforts with vintage charm. Plus, for an extra touch, many of the building’s historic details have been maintained, including a cast iron fireplace.

The heart of the restaurant will feature a large central bar with original wood details, serving craft cocktails and seating up to 18 guests. An additional 100 guests will be seated at tables and cozy banquettes, each with handcrafted details.
