Prairie Island CBH Inc. (CBH), established in 2024 by the Prairie Island Indian Community, is a tribally owned cannabis company dedicated to advancing tribal sovereignty and generating long-term economic opportunity. Guided by Dakota values and a deep commitment to environmental stewardship, CBH has successfully built a fully vertically integrated cannabis eco-system, ensuring uncompromising quality and accountability from seed to shelf.
This sophisticated, self-regulated operation is centered within the CBH Inc. Cannabis Business Park, which serves as the corporate and regulatory headquarters. The entire structure is designed to uphold tribal-compliant protocols and a dedication to cultural authenticity.
A Seed-to-Shelf Commitment
The CBH operation unites specialized entities to manage the full product life cycle. Good Steward oversees cultivation, focusing on sustainable, eco-forward practices, employing regenerative farming and living soil methods to produce vibrant, traceable cannabis. This approach is rooted in the Dakota tradition of respecting and restoring the land.
The harvested flower is then transferred to North Star Canna for manufacturing. This on-site facility handles compliant post-processing, quality control, and formulation, transforming the raw material into premium finished goods like edibles, concentrates, and pre-rolls.
At the heart of CBH’s compliance and logistics is Tokáhe Distribution. Tokáhe ensures the safe, compliant, and timely delivery of products from its central hub to dispensaries across Minnesota.
The final connection to the consumer is through CBH’s in-house brands: Island Peži and the lifestyle-driven consumer product line Grasslandz. The flagship dispensary, Island Peži (Dakota for grass), is located on tribal land. It completes the loop, providing an educational, welcoming, and culturally rooted retail experience for its guests. The Grasslandz product line is a central part of this offering, blending Dakota values with modern cannabis culture to serve both wellness and recreational needs.
Island Regulatory Leadership and Economic Sovereignty
CBH operates with a foundation of regulatory excellence. All operations are strictly overseen by the Prairie Island Cannabis Regulatory Commission (CRC), an independent tribal regulatory body. This framework is proudly modeled on the Community’s four decades of successful self-regulation of its gaming enterprise, lending a deep, proven understanding of compliance, transparency, and enforcement. The CRC’s robust, sovereign system is recognized as one of the most comprehensive in the state.
This commitment to regulatory integrity culminated in the signing of a landmark Tribal-State Cannabis Compact with the state of Minnesota in October 2025. This critical agreement honors the tribe’s sovereignty while creating a cooperative structure that allows CBH, through entities like Tokáhe Distribution, to wholesale its tribally grown and fully-tested cannabis products—including the Grasslandz line—to state-licensed businesses. The compact is a vital step that helps boost supply and meet the growing demand in the state’s recreational cannabis market.
By controlling the process end to end, CBH ensures product safety and quality while using the generated revenue to fund vital community services. The venture stands as a powerful model of economic self-determination, designed to create opportunities and provide for the “next seven generations” of the Prairie Island Indian Community.
